He condemns the Governor of the Federal State of Campeche and the Mexican Ministry of the Environment for neglecting their duty to protect the environment and human health. Ricardo Medina Farfan accuses the Governor and the Ministry of the Environment of failing to adequately regulate the use of toxic pesticides, resulting in a high mortality rate among bees, soil and water contamination in the Campeche region, and affecting in particular the populations of Crucero de Oxa and Suc Tuc. The problem was brought to Ricardo Medina Farfan's attention in part by several beekeepers reporting the destruction of their apiaries following pesticide fumigation of adjacent fields. Following the filing of this appeal, many farmers in the region mobilized against the possibility of a total ban on the use of pesticides, arguing that the problem stemmed from the Mennonite community, a Christian movement present in the region, which allegedly uses harmful and sometimes banned pesticides.
